Geo-information Governance

In this course students will learn about the governance of spatial data infrastructures.
Many public agencies (e.g., mapping agencies and cadastres), private companies (e.g., Microsoft, Google, TomTom, Esri, Overture) and increasingly also citizens (e.g., OpenStreetMap) are involved in the collection, processing and dissemination of geospatial data. While some of this information is purpose-specific, other information acts as multipurpose or base information, which is the fundament of an information infrastructure. An adequate information infrastructure allows for information to be collected efficiently ("collect it once, use it many times") and supports informed decision-making processes at all levels in government, business sector, academia and civil society. Legal frameworks play a crucial role in this context, determining how data can be accessed, used, and shared.
The course consists of three parts:
1. Theoretical basis. Students will gain insight into the principles guiding the development and management of spatial data infrastructures. Key topics include governance instruments, stakeholder roles, coordination mechanisms, components of SDIs, and their affiliation with policy initiatives such as the European Data Strategy, the EU Green Deal, and Data Spaces.
2. Legal framework. This section provides an overview of the legal landscape affecting geospatial data,. It covers essential legal concepts such as intellectual property rights and licenses, data protection (GDPR) and open data legislation,
3. Practical application of the theory. Students will apply their knowledge through a group assignment, writing a paper on a selected SDI-related topic. This hands-on component fosters critical thinking and collaboration while deepening understanding the role of SDI's in solving real-world challenges.
Toetsing
Exam; Group assignment (scientific article, peer review and presentation). The exam will determine 50% of the final score and the group assignment also accounts for 50% of your grade. Students need to obtain at least a 5.75 grade for both the exam and the group assignment in order to pass the course.
The mark for the group assignment can be influenced for 0.5 grade point (maximum) by the individual reflection on the article.
Group assignments submitted after the deadline: the grade will be deducted with 10% per day late, and not accepted after 3 days late.
Students need to (1) present preliminary results of their research in the midterm meeting, (2) review the draft article of another student (group), (3) take part in the final debate, and (4) to fill out the weekly registration of (group) hours, in order to obtain a final grade for the group assignment.
There is one retake for the exam.
Only students that fail the group assignment can repair the group assignment. A successful repair will obtain a maximum grade of 6.0. Deadline for the repair assignment is 1 June of the respective study year.
