Procurement of Complex Public Projects and Programmes

This course provides an overview of the basic principles of value creation in public-private collaboration, and the design of collaborative networks and structures and related procurement strategies on portfolio and project level by public clients. Insight is given in the roles of public clients on construction markets, what their values are, and how they address (grand) challenges in asset management and construction in collaboration with private actors. By explaining and exploring different delivery methods and related procurement procedures and contract models, understanding is provided of the impact of these choices on the client organisation and the client - contractor relationship.
Based on the case of a public client, all elements of the decision making around a public procurement process for construction activity are being discussed in their context: characteristics of the public portfolio and required construction activities, public values and societal challenges, characteristics of public and private organisations and their business models, stakeholders, supply market, delivery methods, distribution of tasks and responsibilities, risk allocation, the basics of asset management, contract models, procurement procedures and remuneration principles.
